The RMCA executive staff brings many years of professional, technical and diverse experience to contribute to our success. Handpicked and managed by President Ray Chin and his daughter, Vice President Eileen Chin, this team of seasoned professionals has proven to be 100% dedicated and committed to each and every project they are involved with.


Raymond Chin, P.E., President

Raymond Chin, P.E. founded RMCA in 1989, after gaining over 20 years of experience in the engineering, construction, and real estate industries. Since then, he has assembled a team of professionals covering all aspects of construction, engineering, real estate, and architecture who are not only well versed in their specialties but who also share the same passion and excitement for the industry as he does. Ray instills a sense of ownership in the RMCA Team, to treat each project as their own and manage with fairness, honesty, and integrity.



Eileen Chin, Executive Vice President, Corporate Services

Eileen Chin serves as Executive Vice President, Corporate Services overseeing RMCA's marketing, client relations, and firm operations. Eileen works side-by-side with RMCA's leadership team to provide owner oversight on all projects. Additionally, Eileen is a communications/marketing professional with specific expertise in developing and implementing communication strategies for major capital projects. She currently provides strategic outreach and communications services on RMCA aviation and Public Works projects.



Mike Witte, Senior Vice President

As a Senior Vice President with RMCA, Mike Witte leads the firm's Project Management projects. With over 25 years of construction and real estate development experience, Mike prides himself on maintaining high quality of service and attention to our clients. He treats each project as his own and devotes his expertise to provide a seamless, successful job. His areas of expertise include, strategic planning, design management, construction management, LEED certification management, and contract administration.



Joseph Dote, Senior Vice President

Joe Dote serves as Senior Vice President, overseeing RMCA's Aviation services. Joe has over 30 years of experience in all aspects of airport development, planning, design and construction. He has served in multiple roles on some of the most complex aviation development programs. His experience includes serving as Director in assisting the O'Hare Modernization Program, Midway Airport Terminal Development Program as well as O'Hare Development Program. Currently, Joe serves as RMCA's Construction manager for the joint venture Chicago Airports Resources Airport (CARE). He oversees the day-to-day operations of the construction management team along with managing the budget for approximately $600 million in capital projects.



David Chan, Vice President


David Chan serves as Vice President bringing in over 30 years of experience in project and finance management. David’s extensive financial experience shines through his current role as Controls Coordinator at O’Hare and Midway International Airports. This position includes budget planning and reporting, financial and contract compliance invoice billing and all other financial related issues. He is also involved with contract review and administration, payment application review, invoice review and audit, and budget and project cost review.



Thomas A. Coyne, Jr, P.E.,

Vice President

Tom Coyne serves as Vice President for RMCA and brings over 25 years of experience in engineering and construction with a specific focus on airports and airlines. Having served both airport owners and the airlines directly, Tom focuses on building and maintaining relationships with all airport users to ensure project success. He is experienced in the design and construction of terminal facilities, systems and landside/airside projects. Tom currently manages multiple projects for the Chicago O'Hare and Midway International Airports, On-Going Capital Improvement Program.  He is been responsible for all facets of construction including owner and A/E coordination, budgeting, contract administration, bid package preparation, purchasing, scheduling, estimating, proposal preparation, and project staffing.  



Arlene Williams, Vice President

Arlene Williams serves as Vice President and Program Manager overseeing RMCA'S Residential Sound Insulation Program services. Her expertise and experience also includes real estate development. Since 1995, Arlene has served as the Program Manager of the O'Hare and Midway International Airports Residential Sound Installation Program (RSIP), the largest and most aggressive in the nation. Her areas of expertise include programming, schedule management, budget management, public outreach, and construction management.



Steve Miskowicz, P.E., Senior Project Manager


Steve Miskowicz is a licensed Professional Engineer who focuses on RMCA's Transportation Services. Steve is a detailed oriented manager, ensuring the RMCA standard for impeccable service in maintained on all transportation and construction management related projects. His areas of expertise include roads/heavy highway, municipal projects, schedule and budget management, construction oversight, and management and implementation of Programs using the alternative delivery method, Job Order Contracting.
