For over 13 years, R.M. Chin & Associates, Inc. (RMCA) has been an integral part of the Chicago Department of Aviation Construction Management team, responsible for overseeing and implementing all programmed capital projects for O'Hare and Midway International Airports.
RMCA is also a managing partner of the joint venture Chicago Airports Resources Enterprise (CARE). Currently, it is managing a capital budget of approximately $740 million in airport improvements either in the conceptual, planning, design, procurement, or construction phases.
Airport projects include the following:

Terminal construction and rehabilitation

Security systems

Aircraft facilities
•
Access roads, bridges, and tunnel rehabilitation

Storm water management system and utilities
•
Communications systems

Maintenance facilities and demolition

Parking structures
RMCA and its staff have also been part of major terminal development projects at both Midway and O'Hare International Airports. RMCA was hired to reevaluate budget and schedule and oversee construction of the International Terminal 5 at O'Hare International Airport. As a result of RMCA efforts, portions of the terminal opened two months early, all phased opening dates were met, and the project was completed on budget.
In addition, RMCA staff was involved in the historic redevelopment of Midway International Airport overseeing construction and community outreach efforts. The redevelopment of Midway brought new airport roadways, terminal and concourse buildings, 43 new airlines gates, new apron and taxiway, ground transportation facilities, a neighborhood landscape program, noise mitigation and new food, beverage and retail options to Chicago's Southwest side airport.
