The dynamic aviation industry is both challenging and exciting. RMCA understands the importance of balancing the needs of the airport owners, users and operators. RMCA's Aviation services are based in Chicago, a city that houses one of the world's busiest airports. Our Aviation team provides decades of experience in the program/project management, design management and construction management of airport facilities, terminals, and airfield projects. Having served both airport owners and airline operators, we understand their unique needs all while keeping our focus on minimizing interruptions for the traveling public.


O'Hare and Midway International Airports, Capital Improvement Program

For over 15 years, RMCA has played an integral role in the Chicago Department of Aviation's On-Going Capital Improvement Program, currently serving as Managing Partner of the Joint Venture, Chicago Airports Resources Enterprise (CARE), the Construction Management Team. RMCA and the CARE Team provide planning, design management, construction management and overall program management services for the development and implementation on all programmed capital projects for O'Hare and Midway International Airports. The overall scope of this project includes the following:

  • Taxiway and Runway construction and rehabilitation
  • Terminal facilities construction and rehabilitation
  • Security systems
  • Rehabilitation of the world's largest parking structure
  • Aircraft de-icing facilities
  • Fire station construction
  • Access roads and bridges and tunnel rehabilitation
  • Storm water management system and utilities
  • Communications systems
  • Underground storage tank removal and rehabilitation
  • Maintenance facilities and demolition

The CARE joint venture includes: Heery International, Inc., Ghafari Associates, LLC, d'Escoto, Inc., Autumn Construction Services, Bradshaw Construction and Management, East Lake Development & Management Corp., and Ann Harrison Construction and Management.

American Airlines, O'Hare International Aiport

At RMCA we pride ourselves in understanding the needs of not only airport owners, but the airport users. Through our Owner's Representative Services, we ensure the coordination of design and construction projects for American Airlines with the airport owner and airport operations at O'Hare International Airport. Within this project we are responsible for:

  • Preparation of bid documents
  • Review of proposals
  • Coordination with the City of Chicago and American Airlines operations
  • Construction oversight
  • Pay application review and approval
  • Scheduling and budget management

The scope of services vary from interior improvements at ticket counters and gates to installation of specialty equipment, such as passenger loading bridges, pre-conditioned air supply, baggage sorting systems, etc.

Residential Sound Insulation Program

In 1995, The Chicago Department of Aviation (CDA) started a program to provide noise remediation to those residents living in the vicinity of both O'Hare and Midway Airports. Known as the Residential Sound Insulation Program (RSIP), it provides sound reducing modifications in the homes ranging from replacing existing windows and doors with acoustical products. Since the pilot program in 1995, RMCA has provided full-service Program and Construction Management services. Some examples of our work are as follows:

  • Involvement with the RSIP from the identification of the homes through the close-out of the construction enrollment in accordance with the Illinois Department of Transportation Standards
  • Oversight of all aspects of implementation and management
  • Development of program scope
  • Budget Development
  • Schedule Management and Construction oversight
  • Creating all handbooks, bid packages, general conditions and construction management manuals
  • Coordination with the Federal Aviation Administration's and the City of Chicago's to ensure Program goals for sound insulation are met
  • Work closely with both the DOA and the O'Hare and Midway Noise Compatibility Commissions

FedEx ORDR Relocator

RMCA provided construction administration services, serving as a representative for Federal Express overseeing the ORDR Metroplex Relocation project. The project was comprised of four areas:

  • Oversight of the relocation and phasing of multiple locations of truck parking, employee parking, fueling, and aircraft maintenance operations
  • Construction of multiple building serving different functions of operations
  • Sort System fabrication, installation and commissioning
  • Security, IT Network and Communications Infrastructure and Systems.

RMCA primary responsibilities included management, coordination, phasing, and construction oversight with the City of Chicago, O'Hare Modernization Program, Program Managers and Construction Managers, airport operations and all Federal Express stakeholders.
